The Global Seal of Biliteracy has credentialed thousands around the world for their bilingual language skills at one of our three levels of certification as evidenced through proficiency-based testing. The graphics below tell the story of our diverse recipients since our inception in 2018.

 
 

Where is the Global Seal of Biliteracy?

In the United States

The Global Seal of Biliteracy has been awarded in all 50 states and the District of Columbia. This chart shows a heat map of Global Seals awarded in the United States. The dark green indicates states where the highest number of certificates have been issued, and yellow the least.

 

Around the World

The Global Seal of Biliteracy has been awarded in over 40 Countries/Territories, as shown on the map in dark green. Areas colored in light green are ones in which we are awaiting test scores or are currently in processing.

 

Fluency Level Breakdown

The Global Seal of Biliteracy is available for individuals of any age as long as they meet our requirements. The Global Seal of Biliteracy offers three tiers of certifications on either the ACTFL or CEFR scale.

  • Functional Fluency

  • Working Fluency

  • Professional Fluency

Most certifications are at the Functional Fluency level which primary represents High School and University students (our largest demographics).

Demographics

Recipient Demographics

All Global Seal of Biliteracy recipients fall into four main demographic groups;

  1. Middle School/Jr. High

  2. High School

  3. College/University

  4. Adult

At the time of this writing the vast majority of Global Seals are issued to High School students with the second most being given to College and University students as shown in the graph.

 

U.S. English Language Learner Breakdown

In the U.S. only all Global Seal recipients must demonstrate English proficiency in their first or second language of certification. This chart indicates the distributions of Global Seal recipients based on their English Learner (EL) status.
